CHIDDINGSTONE PARISH COUNCIL
Issue 3 : AUTUMN 2007 NEWSLETTER
 The
Parish Council meets at 8.00pm on the third Wednesday of the month. There is
no meeting in December, so the next meetings will be on 16th
January in Bough Beech Village Hall, 20th February in
Chiddingstone Village Hall, and 19th March in Chiddingstone
Causeway Village Hall. A list of meeting dates, plus meeting agendas and
minutes can be found on the website www.chiddingstone.org., and on the
parish noticeboards. All meetings are open to the public, and there is an
open session prior to the meeting starting for members of the public to ask
questions and to hear reports by our District and County Councillors. Please
do come along – you will be very welcome!
 The
Parish Council has approved Sevenoaks District Council’s request for the
provision of an advisory disabled parking place opposite No. 1 The Village,
Chiddingstone. There will be a white dotted line painted around a box on the
road, with the word Disabled. White lines as opposed to yellow signifies
that it is an advisory space. This will assist any disabled residents or
visitors to park in the village, and have easier access to the village
amenities.
 The
Parish Council has now taken on a parish handy-person to carry out some odd
jobs in the parish, commencing in January.
 The
Police Officer covering our parish is PC Neil Ingram (07800-675334). The
Parish Special Officer is SC Graham Eade, and our PCSO (Police Community
Support Officer) is Anne KingScott (07772-226239). All three can be
contacted via email on edenbridge.neighbourhood@kent. pnn.police.uk, or via
the Edenbridge Police Office on 01732-379361. Emergencies, or when a crime
is in process, should still be reported on 999 and all other incidences
should be reported to the call centre on 01622-690690.
Affordable
Housing: The houses are going up very quickly now, and are due to be
completed during March 2008. The Parish Council had the opportunity to visit
the site early in November, and we were very impressed by the high standard
of the houses so far. The units are timber framed, and are extremely well
insulated, with triple glazed windows and, therefore, the houses should be
very economic to run. The style of the properties is very much in keeping
with the area.
The following information has been sent to the Parish
Council by West Kent Housing and might be of interest to you. There are two
housing lists, one compiled by West Kent Housing for anybody who expresses a
wish to be considered for the new housing in Chiddingstone Causeway. The
second list is compiled by Sevenoaks District Council and is the Sevenoaks
Housing Register. When someone contacts SDC asking to be put on the Housing
Register, their ‘need or want’ for accommodation is established. When the
houses in the Causeway are much nearer completion and West Kent Housing are
aware of the exact size of each property, they will invite those applicants
who meet the size requirement to complete an application form and they will
be invited in for an interview. A person’s need and whether they meet the
planning requirements attached to the allocation will be established at that
stage. A short list will then be drawn up for each individual property and
the properties are allocated.
Preference will firstly be given to applicants who live in the parish, and
then to applicants who have family living in the parish. Only when all the
applicants in the Chiddingstone parish have been considered will West Kent
widen the net to the surrounding parishes.
If a person is adequately housed at the present time, they may not be
accepted onto the housing register. This is because West Kent currently has
approximately 350 properties becoming empty during a year and there are 1500
people on the housing register for accommodation. West Kent are trying not
to give people false hope that they will be housed, as the reality is that
people are having to wait a long time before they are allocated a property.
The register is not a waiting list and the perception that if an applicant
waits long enough they will eventually be re-housed is not true. The
allocation policy gives the greatest priority to those who can demonstrate
the greatest need for a move and as such a person could be at the top of the
list one day but someone may join the register with a higher priority the
next day and, if a relevant property becomes available, that new applicant
will be allocated the property.
If a person is in privately rented accommodation, it
would not limit them from applying to the register if the accommodation no
longer meets their requirements. However, if a person’s financial situation
is such that they are able to remedy their housing difficulties through
their own resources then an applicant will be awarded less priority and
would be encouraged to pursue other options that may be available to them.

 Planning:
Central Government is seeking to increase the use of information technology
in planning services. In line with Government targets, Sevenoaks District
Council is encouraging the submission of online applications. The Government
has developed a new electronic planning application form, called 1 App,
which has to be implemented by April 2008. Sevenoaks District Council has
adopted the paper version of this form and will adopt the electronic version
when it is available. Also, from next spring, the District Council will be
introducing an online planning system, which will assist the public to
determine whether planning permission is required, and to provide
information on all planning appeal decisions. Although this new process
could exclude residents without internet access, a paper system will still
be available.
 Highways:
As mentioned in the last newsletter, the Parish Council has been hoping that
Kent Highway Services will install a second interactive speed sign in
Chiddingstone Causeway. We are very pleased that Kent Highway Services has
now identified some funding for the second sign, which they hope to erect
near the depot in January 2008, more or less opposite the new affordable
housing. The sign is an important safety initiative, which will hopefully
encourage motorists to adjust their speed.
The Parish Council works closely with Kent Highway Services and there is
an excellent system of reporting highways faults, whether they be urgent
faults which have an impact on safety, or more routine repairs. Please let
the Clerk know if you are aware of any faults, such as potholes, broken
signs, visibility or drainage problems, and she will make sure they are
reported as soon as possible.
