MINUTES OF THE MEETING OF CHIDDINGSTONE PARISH COUNCIL
HELD ON
WEDNESDAY 18TH OCTOBER 2006 AT 8.00 PM IN BOUGH BEECH VILLAGE

In attendance: Mrs L. Kleinschmidt (Clerk) and Public
Members agreed that Cllr Barratt would chair the meeting in the absence
of Cllr Cooke.
57. Apologies for Absence were received from Cllr
Mrs Butler and her reason for absence was accepted by members. Apologies
were also received from District Cllr Spence.

Minutes of the Parish Council Meeting held on 20th
September 2006
- Cllr Coulstock proposed that the minutes be approved, this was
seconded by Cllr Mrs James and all were in favour. The minutes were duly
signed.
To Report on Matters Arising from the Parish Council Meeting held on
20th September 2006
i. Item 48(ii): replacement
postbox in Bough Beech – the Clerk reported that a new post box has been
erected outside the village hall.
ii. Item 50(i): SE/06/02418/FUL – Coles Farm, Bore Place Road,
Chiddingstone. The Clerk reported that the barn is under separate
ownership and the Parish Council sent a no objection response to SDC.
The Clerk advised that confirmation has been received that planning
permission has been granted.
61. Open Session
Mrs Luton stated that she believes that it might be possible to
change the details of the planning approval for the affordable housing
units in Chiddingstone Causeway. If so, Mrs Luton would like to ask that
the access be moved further up the road towards the pub so that car
headlights are not directed into her house. Members agreed that this
concern will be passed onto West Kent.
Mrs Steer stated that she believes that the new development will
dominate the bungalows and feels that the elderly residents will be
adversely affected by the children and new families.
3. District Cllr Donald Spence – no
report.
4. District Cllr Alison Cook – no report.
- County Cllr Peter Lake apologised for his non-attendance at recent
Parish Council meetings as he is on the Board of the new Mental Health
Trust, who also meet on the third Wednesday of the month. (a) County
Cllr Lake reported that the re-building of Pembury Hospital will go
ahead, subject to the approval of the Secretary of State, and it is
hoped that it will be completed by 2010. The Mental Health Trust is
determined to ensure that the new hospital includes a mental health unit
with 42 beds (currently 56) plus the provision of home help to allow
patients to be cared for in their homes. (b) The squeeze is on to remove
Edenbridge, Hawkshurst and Tonbridge cottage hospitals as the Primary
Care Trusts have run out of money and it is felt that, if these
hospitals close, funding could be transferred to other areas. KCC is
determined to keep Edenbridge Hospital open and the League of Friends
under Dr Andrew Russell has put forward a very strong case. KCC propose
to build a new nursing home behind the current hospital, which will
support the hospital itself, and will cost in the region of £5 million.
The Edenbridge GPs are in favour. County Cllr Lake added that it is
crazy that the PCT has just spent £750,000 on refurbishment of the
Edenbridge wards that have now closed, as the number of beds were
reduced from 18 to 10. The PCTs have a £35 million deficit in this part
of Kent. (c) Towards 2010 is a KCC document that sets out what KCC wants
to do over the next four years. It is hoped that free school transport
will be provided to all children aged 11 to 16, regardless of where they
go to school. Pilot schemes will be started in Tonbridge and Tunbridge
Wells and it is hoped that incentives will be given to the bus companies
so that a better service is provided. (d) County Cllr Lake has heard
from Government Services that Edenbridge will get a children’s centre,
which will provide care and nursery services, including a clinic, for
families. (e) Plans are being finalised for the new community centre on
the old Eden Valley school site, but this was held up by the SDC
Planning Department.
It was hoped that a new primary school could be built
on the old Eden Valley School site and the old primary school site sold to
a supermarket chain, but this was not taken further as the site was too
small. Cllr Durrant asked whether this stops the future provision of
another secondary school in Edenbridge. County Cllr Lake advised that,
although the community is growing, the new houses are small units which do
not encourage families. KCC hope to enhance the Tonbridge schools instead.
(f) County Cllr Lake advised that he has a meeting with KCC Highways and
will press for the roads to be improved and the signs repaired as set out
on the spreadsheet. He suggested that the dates that problems are reported
to KCC are added to the spreadsheet. (g) Bus shelter in Bough Beech – Cllr
Barratt asked if the £500 earmarked for this project could be carried
forward from last year and whether a new request could be made this year.
County Cllr Lake suggested that the Clerk contact Tom Phillips for a form.
62. Planning
To consider planning applications received
Three applications for The Horseshoes, Tonbridge Road, Bough Beech:
SE/06/02356/FUL – part single and part two storey rear extension
SE/06/02360/LBCALT – Listed Building approval
SE/06/02354/FUL – conversion of part of garage to utility room
Members had no objection to the above applications, providing that the
50% allowance is not exceeded.
A list of planning decisions was circulated to all members.
63. To Report on Correspondence Received
The Clerk reported that lists of correspondence
received have been circulated and brought members’ attention to the
following items:
i. Item 4: SDC: Local Development Framework:
Consultation on Preferred Options Core Strategy Report – deadline for
comments 10th November. Cllr Williams reported that the
document sets out the objectives of the Local Development Framework, and
issues have been identified and consulted on.
ii. Item 19: Sue Ireland (Parish Liaison officer at KCC):
updated spreadsheet of Highway repairs with KCC comments. Cllr Mrs James
advised that there is a pot-hole on Hampkins Hill, near Chested, and the
sign pointing to Tunbridge Wells and Penshurst outside St. Luke’s church
is missing. Cllr Barratt advised that he has heard that KCC propose to
install traffic lights on the bridge over the railway by the Wheatsheaf
pub in Bough Beech. Members were not in favour of this proposal. Clerk to
add both items to spreadsheet.
iii. Item 27: SDC – the interim Housing Policy
Supplementary Planning Document was approved by Cabinet on 28th
September for consultation purposes. Invitation to attend a briefing
session on this document which will cover planning policy background,
content of document, why it was prepared and how it will be applied.
Briefing session will take place on 24th October in SDC Council
Chamber at 7pm.
iv. Item 29: KCC (Paul Carter, Leader) re: Towards 2010
– how does it affect you? KCC would welcome the opportunity of presenting
Towards 2010 to the Parish Council and respond to questions on areas of
specific interest.
v. Item30: Email from our KCC ROW Officer, Nicky
Biddall, who has checked the following paths:
a. SR518 (Chiddingstone High Street to the sports
field): the job has been out to tender and should be completed by 28th
February 2007. It is not to be tarmaced but will have ragstone laid down.
The old metal kissing gate is to be removed and a wooden staggered barrier
installed which will allow access for pushchairs.
b. SR498 (Chiddingstone High Street to Somerden): is
not on the next round of rural paths. Parts are already tarmaced and the
only large stretch of natural ground is on a crossfield section and,
although it doesn’t look as if the farmer has ploughed it for years, he
does have the right to do so, so it is unlikely that this section would be
surfaced. The bridge is on the bridge repair programme for Jacobs to
repair/replace the handrail in November.
c. SR550 (running over the railway from the sports
field in Chiddingstone Causeway): Network Rail has closed the path as the
steps were unsafe. However, the new steps have to be specially made and
have been ordered but will take 4-5 weeks to deliver.
d. SR514 (running over the railway in Bough Beech): KCC
will close the path while the whistle boards are replaced, and will be
writing to residents to advise them of the proposed works shortly.
e. Nicky Biddall mentioned the manhole on the
Chiddingstone Causeway sports field from which water was pouring across
the grass. This is on the Highways spreadsheet, but given low priority by
KCC with comment that it needs jetting. Clerk to chase Alan Gibbons.
64. To consider provision of Play Area on Chiddingstone Causeway
sports field
– to be added to the November Parish Council agenda.
65. To consider provision of dog bins and litter bins for
Chiddingstone and Chiddingstone Causeway. Cost per dog bin: £240 for
purchase and installation, plus £182 + VAT per annum for emptying. Cost
per litter bin: £90 + VAT for installation. Purchase cost and emptying
free of charge.
The Clerk reported that the Parish Council would be
expected to pay the whole cost, which would be £150 + VAT for the purchase
of the dog bin and the post, £90 + VAT for the installation (Total £240 +
VAT). The bin would cost £3.50 + VAT per week to empty, which would cost
£182 + VAT per annum. The Clerk advised that she has also had a request
for a litter bin on the sports field, perhaps on the fence near the tennis
courts. SDC will provide this free of charge, but the Parish Council would
be asked to pay for its installation - £90 + VAT. The bin would be emptied
once a week and this service would be free of charge to the Parish
Council. An additional litter bin was requested in October 2005 for
Chiddingstone Causeway, but SDC was not able to supply one at that time.
Cllr Mrs Ward proposed that the Parish Council purchase two dog bins and
one litter bin for Chiddingstone Causeway, this was seconded by Cllr Mrs
James and all were in favour. Cllr Coulstock and Cllr Williams undertook
to install the bins, thereby saving the installation costs. It was agreed
not to proceed with the new litter bin by the tennis courts are the
present time, as there was concern that it would not be regularly emptied.
66. Village Car Parking
– to be added to the November Parish Council agenda.
67. Maintenance Plan for St. Mary’s Churchyard
Cllr Durrant advised that the wall is crumbling on the
inside and the section needs to be re-built. He is waiting for a quote for
this work. Cllr Durrant has also received advice that the oak tree, which
is over-shadowing the church, needs to be reduced in height and, again,
Cllr Durrant is awaiting a quote for the work.
68. Proposal to purchase banner, small marquee and display stands
Cost of banner from All Signs in Tunbridge Wells would be
approximately £63 +VAT for a 6’ x 2’ sign. High quality, waterproof and
durable.
Cost of small pop up gazebo with side panels from Homebase £79.99
inc. VAT (£68 net) or £60 inc VAT (£51 net) for non-pop up. Postage
£4.95.
Cost of table top display stands from Viking Direct, with three
sides, £129.99 + VAT (blue, red or black)
Members felt that the banner would be of use, but the
gazebo is not likely to be used until next summer. Cllr Durrant proposed
that the Parish Council go ahead and purchase the banner, 6’ x 2’, white
with green lettering. This was seconded by Cllr Mrs James and all were in
favour. The gazebo and display stands to be considered at a future Parish
Council meeting.
69. Finance
Cllr Williams proposed that the cheques as set out on the circulated
list be signed. This was seconded by Cllr Mrs Ward and all were in favour.
70. Items for Reporting or Inclusion in Future Agenda
Cllr Mrs James advised that she has been told that Chiddingstone
used to be on the High Weald Country Tour and, therefore, used to have
brown tourist signs which have now disappeared. Cllr Barratt suggested
that the person asking for the reinstatement of these signs should make
a request in writing which could be forwarded onto KCC and the National
Trust.
Cllr Mrs Ward thanked Cllr Cottrell very much for such an
informative and enjoyable evening at Bore Place on Thursday 12th
October.
Cllr Mrs James was concerned that tests were carried out on the land
adjacent to the village pond in Chiddingstone Causeway, and a vehicle
was driven over the grass verge. Cllr Coulstock advised that the vehicle
could not access the land any other way.
Cllr Cottrell asked why information is not forthcoming on the appeal
against the refusal of the application for the Chiddingstone Causeway
Village Hall. Cllr Barratt advised that the Inspector’s visit is
awaited.
The Clerk advised that she has been offered the position of Parish
Administrator, working with Ian Harrison, for three hours a week.
Members had no objection to the Clerk taking on this position, and the
Clerk assured members that the additional job will not detract from the
Parish Council work, but in fact the two jobs would work well together.
The meeting closed at 9.35pm.
