| In addition to our previous comments and in response to the amendments submitted, Chiddingstone Parish Council still objects to this application on the following grounds: 1. Despite the amendments to the fence submitted, the Parish Council still objects to the proposed fencing and gates at this property. The proposed fence would be detrimental to the setting of this property. The property sits in a triangle between three roads within the Chiddingstone Conservation Area. It is an important building in the village and the proposed fencing would damage the visual impact of the property. The Applicant says that the fence would help maintain a clear boundary between the property and the surrounding highways. It is in the nature of this building to sit as it does and this is part of its historical value. There has never been a need to separate off the building from the roads for safety reasons ever since it was converted. A fence as proposed would only ever make a visual distinction, and would completely undermine the particular presence of this important building in the Chiddingstone Conservation Area. The application still does not mention the addition of stock or wire fencing to keep the pet in. The fencing described in the application would not be sufficient to keep a pet in the confines of the dwelling. 2. The proposed rooflights on the sloping roof between the two roundels constitutes inappropriate development on a listed building in the Conservation Area and the Parish Council objects to this as it would have a negative impact on this important building in the parish. The Parish Council wants to bring to your attention that a wood store, with roof, has been constructed attached the north side of the building in such a position that it sits between the square barn and the round oast, undermining the important expression of the building type and adding something new and alien to the building. Planning permission would presumably be required for this extraneous structure on a listed building. There is room for wood to be stored beneath the existing and original gallery on the south side. |

The whole property is situated within the Conservation Area, so this statement is incorrect. - The proposed parking area is very small and the Parish Council questions whether there is space here to park two cars as stated in the application. 2. No staircase from ground to first floor is shown on the proposed plans. It is shown on the existing plans but that area then becomes a shower room on the proposed plans. 3. There are no doors shown on the plans from the entrance hall to the two bedrooms in the roundels. 4. There is no door shown on the plans from the roundel bedroom into the shower room. 5. The proposed rooflights on the sloping roof between the two roundels constitutes inappropriate development on a listed building in the Conservation Area. 6. The room on the existing plan shown as the utility and store room is shown on the proposed plan as a guest bedroom. However the Design and Access Statement states that "there is no intention to provide an additional bedroom which would require further on-site provision". |

The proposal for the new 3 car garage is not supported on the grounds that; (i) notwithstanding the proposed demolition of 2 existing barns, the erection of a new building can only damage the openness of the Green Belt and (ii) a garage could easily be accommodated within the converted building, (iii) The Parish Council is also mindful of the comments of neighbours. The external materials to be used in the design of the conversion give rise to concern in view of the appearance of a previous nearby development by the owners. The PC mostly accepts the stated desire (Design and Access Statement, p13) to replicate the design of adjacent buildings with reference to materials but questions the use of lime render as all adjacent buildings are either brick or weatherboard to the ground floor. The aluminium facing of the windows should be of a dark colour and certainly not aluminium colour or white. The PC would like to be consulted before SDC makes decisions about the materials to be used. With these reservations the Parish Council accepts the current plans for the conversion.
